BPA Scope of Services
The Department of State (DOS) Program Management Support Services (PMSS) is a new, Best-in-Class BPA that will allow the DOS to streamline acquisitions of professional services contracts moving forward. The office of AQM has awarded 6 pre-vetted vendors, with excellent past performance at the State Department, spots on the vehicle. The DOS (PMSS) BPA provides a broad range of services to help organizations meet their mission-oriented objectives including: strategic planning, program management, financial, logistics, and information technology support services. The broad BPA meets the diverse needs
of programs both domestically and internationally across the phases of a program’s lifecycle.

Strategy and Management Consulting
Services for mission-oriented business functions include: management or strategy consulting, facilitation and related decision support services, survey services, and advisory and assistance services in accordance with FAR 37.203.

Acquisition Management Support
Services for federal acquisition management activities include: acquisition planning assistance, acquisition document development, expert assistance in supporting proposal evaluations, contract administration support services, and competitive sourcing support.

Services for managing mission-oriented business projects or programs and achieving mission performance goals. Services covered include: all phases of program or project management, and operational/administrative business support services to carry out program objectives.

Services for all phases of planning, acquisition, and management of logistics systems. These services include, but are not limited to: planning, acquisition, design, development, testing, production, fielding, management, operation, maintenance, sustainment, improvement, modification and disposal.

Assess and improve the budget formulation and execution processes, conducting special reviews to resolve budget formulation or budget execution issues, provide technical assistance to improve budget preparation or execution processes.

A variety of functions may be utilized to support program integration or project management tasks.
