Kashni Sharma
Kashni Sharma has over 10 years of experience as a project manager to an array of private- and public-sector clients. Kashni’s work has spanned multiple private sector and Federal Government clients. Kashni brings expertise leading process and program evaluations by utilizing a variety of evaluation methods, including Lean Six Sigma and project management principles, to execute organizational assessments to identify capability gaps, execute risk assessments, and develop key performance indicators resulting in quantifiable improvements across performance and quality.
As an Engagement Manager at Censeo, Kashni has led teams to develop strategies and support policy implementation across federal agencies, including GSA and DoS. In previous roles, Kashni has worked with the DoD to execute process improvement evaluations to increase the efficiency and effectiveness of departments across the Navy, Army, and Marine Corps.
Kashni holds an M.P.S. in Applied Economics and a B.S. in Economics, both from the University of Maryland, College Park. She is a PMI™ Certified Project Management Professional (PMP®) as well as a Certified Scrum Master (CSM).
Wati Kadzai
Wati has over 15 years of experience working in public sector organizations. She began her career at the Supreme Audit Institution of the U.S. Government (GAO). In this capacity, she worked as a policy analyst and performance auditor in various issue areas – including financial markets and the federal fiscal policy. Her experience has been gained in diverse audit organizations, including working in municipal government as the Chief Auditor for the City of Chicago Office of Inspector General, and most recently working in the external audit body of the North Atlantic Treaty Organization (NATO).
Throughout her career, Wati has led and collaborated with team members from diverse backgrounds, as well as external stakeholders—including the U.S. Congress, federal and state public health agencies, nonprofit entities, industry groups, and international organizations including the agencies within the United Nations and the International Civil Aviation Organization. In her tenure at Censeo, Wati has served as an audit and financial markets Subject Matter Expert for the Consumer Financial Protection Bureau (CFPB) account.
Wati holds a B.A. in International Relations from the University of Southern California and an M.A. in Political and Justice Studies from Governors State University.
Francis Smart
Francis Smart is a seasoned data scientist and qualitative researcher with nearly two decades of experience specializing in data strategy and analytics. Throughout his career, Francis has demonstrated expertise in data-driven decision making, operational improvement, and strategic planning. He is adept in data engineering, data science, software development, and statistical analysis. His proficiency extends across various programming languages and tools, including Python, PySpark, R, Stata, and SQL, which he leverages for data preparation, predictive modeling, and data visualization.
In his current role as a Senior Data Scientist at Censeo Consulting Group, Francis supports operations and innovation efforts for civilian government agencies, focusing on data management and analytics to improve acquisition program effectiveness. His contributions span projects involving infrastructure optimization and process improvement, where he routinely engages in stakeholder consultations and proposes new data management strategies and metrics.
Francis has also played a pivotal role in several federal and nonprofit projects, where his efforts have resulted in enhanced adoption of new technologies such as machine learning and large language models. Beyond his professional commitments, he has been a dedicated volunteer, serving as a treatment foster parent and contributing to nonprofit initiatives.
Francis attended Montana State University, where he earned both his Bachelor of Science and Master of Science degrees in Economics, graduating with honors. Currently, he is graduating with his Ph.D. in Measurement and Quantitative Methods at Michigan State University in 2024. His academic accolades include an IES university level competitive fellowship as well as an ORISE fellowship to support his research endeavors with the Department of Transportation.
With his strong background in data analysis, statistical strategies, human capital strategy, and performance metrics, Francis Smart continues to drive valuable insights and implementation support for improving vendor behaviors leading to increased performance and cleaner data.
Dann Truong
Dann Truong has over 5 years of data management experience, specializing in cloud-based IT projects, oversight of infrastructure, application support, risk management, and security auditing. He is dedicated to customer satisfaction with a focused delivery of technical solutions. Dann is also an excellent communicator and influencer, working collaboratively with IT leadership teams to define and accomplish project milestones and is highly adept in problem-solving, requests for proposal development, and technology needs assessments, with a focus on long-term systems governance and management.
Dann holds a B.S. in Information Technology from George Mason University.
Melissa Joseph
Melissa Joseph brings over 15 years of project management experience to Censeo and currently serves as a program manager and trusted advisor to the General Services Administration (GSA). In this role, she leads cross-functional teams, driving continuous improvement by keeping high-performing teams focused and on track. This approach ensures that client objectives are met with precision and innovation.
Before joining Censeo, Melissa led talented teams of consultants, providing operational and management expertise to multiple agencies within the federal government. She began her career in the private sector as a recruiter, where she honed her skills in identifying and retaining talent. This foundation continues to enable her to assemble and maintain high-performing teams that deliver impactful solutions and drive organizational excellence.
Melissa is a graduate of Southern Illinois University at Edwardsville (SIUE) and is also a PMI™ Certified Project Management Professional (PMP®).
Shelley Rawlings
Shelley has over twenty years of experience in contact center operations and management consulting in the private and public sectors. She has held corporate leadership roles in Fortune 500 companies in the telecommunications and internet industries leveraging her deep expertise of building new, highly successful customer service centers, developing turnaround strategies, and designing customer support expansions across omni channel environments.
Shelley expanded her wealth of experience into health, federal and nonprofit sectors, helping clients design business processes and standards that produce operational excellence. Her numerous accomplishments have been spotlighted in company marketing campaigns, print ads, and radio shows. She has served on 3 boards in numerous capacities in the Washington DC Metropolitan area and New York, mentoring young women and underserved communities.
As an Engagement Manager at Censeo, Shelley serves as the Customer Support Subject Matter Expert, managing a breadth of federal client contracts. She has led efforts to build a firmwide Diversity, Equity, and Inclusion program and currently serves as the Communications and Information Sharing lead in the firm.
Shelley holds a B.S. in Sociology from Towson University and is a PMI™ Certified Project Management Professional (PMP®).
Rachel Shulruf
Rachel has over ten years of experience spanning from management consulting to international development and financial innovation. She has engaged in cutting-edge consulting projects with agencies across the federal government, nonprofits, community organizations, and Fortune 500 companies. Rachel possesses extensive experience in working with clients to identify sustainable, data-driven solutions to their toughest challenges.
As an Engagement Manager at Censeo, Rachel leads teams in delivering solutions to maximize impact for public and social goals. Prior to joining Censeo, Rachel was a Fulbright Scholar and served as a Program Manager at a refugee resettlement and protection organization, where she conducted monitoring and evaluation of Latin American operations. Her interdisciplinary career has enabled her to not only become proficient in Spanish and Portuguese but also to speak the language of businesses, the federal government, and nonprofits.
Rachel holds an M.B.A. in Social Impact from Boston University and a B.A. in International Relations from Drake University.
Joe Slaven
Joe joined the Censeo team in 2020 with a mission to assist public and social sector organizations address their most pernicious management and strategy challenges. He has served as a trusted advisor and strategic manager for federal government agencies seeking to deliver on economic development, social welfare, and national security missions. Joe brings a human-centered design thinking approach to client work, specializing in collaboratively engaging with clients to develop organizational strategies, refine business processes, and redesign programs to strengthen mission delivery and expand impact.
Prior to joining Censeo, Joe led global operations and program implementation for an international higher education and community development nonprofit that serves displaced and marginalized populations. His early career in humanitarian relief allowed Joe to live and work in refugee camps across Sub-Saharan Africa and the Middle East, while delivering transformative social and educational programming in partnership with the United Nations and a network of mission-oriented global universities.
Joe holds a B.A. in International Relations & Psychology from The College of William & Mary, as well as an M.Sc. in Security Studies from University College London.
Andrew Varnum
Andrew has nearly 15 years of management consulting, corporate, and startup leadership experience including consulting with A.T. Kearney and Deloitte. He focuses on strategic planning and operational improvement, helping numerous multi-billion-dollar federal agencies craft their long-term visions and stand up initiatives to achieve their missions. He has a strong background and interest in social impact and has assisted federal, state, and local government agencies with their most pressing challenges to better serve their constituencies.
Prior to joining Censeo, Andrew led strategy and operations projects for Axiom Consultants, a women-owned 8a government consulting company, and served as the Vice President at DC-based food business accelerator, Union Kitchen. At Union Kitchen, he managed strategic engagements such as consulting and government relations and led overall corporate strategy. He has designed and ran multiple business accelerators to improve economic development across the US (including the women-focused Farm2Food Accelerator) and overseas (including the LIFE project, which helps refugees from across the Middle East integrate into their new communities and improve their livelihoods), creating lasting impact for his clients and their communities.
Andrew is a Cum Laude graduate of Dartmouth College and holds a Master’s degree in International Trade and Investment Policy from George Washington University’s Elliott School of International Affairs. He is a Boren Fellowship recipient as well as a PMI™ Certified Project Management Professional (PMP®).
Willis Zhu
Since joining Censeo in 2010, Willis has advised clients across the federal government in all aspects of operational effectiveness, spanning strategic planning, performance management, process improvement and reengineering, cost reduction, supply chain and acquisition strategy, program management and business initiative development, and communications and change management. His recent work included directing a four-year organizational transformation effort for an organization within the Marine Corps Logistics Command, demonstrating his expertise in driving change within environments requiring the buy-in of multiple government stakeholders.
Willis holds a B.A. in Economics and a B.S.E. in Bioengineering, both from the University of Pennsylvania. He is also a PMI™ Certified Project Management Professional (PMP®).
Matt Bernstein
Matt has 20 years of experience in management consulting and has worked with a variety of public sector clients, including the FCC, the FAA, the GSA, the NIH, the U.S. Department of Veterans Affairs, the U.S. Army, the U.S. Air Force, and the Office of the Secretary of Defense. In addition to his work with the Federal Government, he has also advised senior leaders and led large programs at Fortune 500 companies.
As an Associate Partner at Censeo, Matt is responsible for ensuring successful execution of a variety of complex, strategic projects for civilian agency clients. His areas of expertise include process improvement, project and program management, risk assessments, and payment and compliance audits. Prior to joining Censeo, Matt obtained client facing consulting experience with Booz Allen Hamilton, Grant Thornton, and CrossCountry Consulting and internal consulting experience in ICF’s Business Transformation Office.
Matt holds a B.S. in Finance from the University of Maryland and is a Lean Six Sigma Black Belt.
Kisha Dimbo
Kisha Dimbo has more than 20 years of management consulting, corporate, and nonprofit leadership experience. Her diverse experience spans corporate strategy, operations management, product development, business process reengineering, and change management in the federal, health, legal, and consumer goods sectors.
As a member of Censeo’s Leadership Team, Kisha manages client contracts for organizations across the federal government, and as Censeo’s Director of Employee Experience, she collaborates with Censeo leadership and staff to co-create an exceptional employee experience for all Censeans. Prior to joining Censeo, Kisha held strategy, growth, and operations leadership roles for a government contractor, several nonprofits, and with Kraft Foods. Kisha’s management consulting background includes consulting with A.T. Kearney, Booz Allen Hamilton, and Commerce One.
Kisha holds an M.B.A. from the Kenan-Flagler Business School at the University of North Carolina, Chapel Hill, and a B.S. in Chemical Engineering from Pennsylvania State University. She is also a PMI™ Certified Project Management Professional (PMP®) and a Prosci Certified Change Management Professional (PCCP).
Chris Riches
Chris Riches has over 15 years of experience serving as a consultant and manager partnering with federal, state, non-profit, and private sector clients focusing on strategic planning, organizational effectiveness, change management, workforce planning, business process improvement, and performance outcomes and measurement. Prior to joining Censeo, Chris worked at ICF for 10 years where he led high-level strategic engagements with government leaders including DoD appointees, CEOs, and CIOs.
As an Associate Partner with Censeo, Chris leads strategic-level discussions with clients, manages staff across several projects, and ultimately ensures satisfaction of Censeo’s clients. Chris is currently responsible for overseeing Censeo’s portfolio of projects within the EPA, including efforts involving continuous improvement, program evaluation, stakeholder outreach, communications, and data analysis and visualization. He is also leading a multi-year technology transformation within the Department of Commerce.
Chris holds a B.A. in Psychology from Georgetown University.
Adam Walters
Adam Walters is an Associate Partner at Censeo with more than a decade of experience leading public-sector consulting engagements. Over the course of his consulting career, Adam has successfully led or supported more than 20 projects for a wide range of Federal civilian, defense, and higher education organizations. Some of the key clients he has supported include DOS, EPA, FCC, GSA, NIH, Army, Navy, Marine Corps, and James Madison University.
Adam attended the University of Maryland, College Park for both undergraduate and graduate programs, in which he earned an M.B.A, as well as a Bachelor of Science degree in Economics and Supply Chain Management. He is a PMI™ Certified Project Management Professional (PMP®), as well as a Certified Federal Contract Manager (CFCM) through the National Contract Management Association.
Brad Golson
Brad Golson brings experience from the Federal and private sectors to all of the work he does with his clients. For almost a decade Brad served as a federal employee where he drove program effectiveness and innovation, and large-scale change management efforts. At the Department of Homeland Security, Brad led Department-wide efforts for the Under Secretary for Management, and at the General Services Administration, he played a lead role with the President’s Management Council (PMC) and advanced the President’s Management Agenda. During his federal career, he also served on the response team to the largest cyber-attack on the federal government at the Office of Personnel Management and worked with the Center for Presidential Transition in anticipation of the 2016 Presidential election.
While at Censeo, Brad has overseen the firm’s work at the General Services Administration, establishing a governance process for major technology investments in the Federal Acquisition Service, creating a government-wide interactive dashboard for federal procurement personnel, designing and delivering executive-level trainings, and providing strategic support for government-wide programs.
Brad holds a Bachelor’s degree from Louisiana State University and has received the Supply & Demand Chain Executive’s Pros to Know Award.
Derrick Moreira
Derrick Moreira brings more than 20 years of management consulting and industry experience, leading and delivering complex supply chain, organizational transformation, and operations strategy solutions. He is a sought-after expert in strategic acquisition and in transforming organizations to better enable exceptional mission outcomes. He has directly led projects at over a dozen agencies across the Federal Government.
Derrick is President and CEO of Censeo and leads Censeo’s Organizational Effectiveness practice. Prior to joining Censeo, Derrick worked as a project team leader and consultant for A.T. Kearney and as a process improvement manufacturing engineer for Boston Scientific Corporation.
Derrick holds an M.B.A. from the Darden School of Business at the University of Virginia and a B.S. in Manufacturing Engineering from Boston University. He is a multiple time recipient of the Supply & Demand Chain Executive Magazine “Pros to Know” Award.
Lisa Peterson
Lisa Peterson brings more than 20 years of Project Control and Financial Planning & Analysis (FP&A) experience with exposure to many industries including commercial, government contracting and management consulting.
Lisa is the Director of Finance of Censeo and oversees all Accounting, Corporate Finance and Project Control functions. Prior to joining Censeo, Lisa worked in Financial Planning & Analysis and Project Control roles at SAIC.
Lisa holds a B.A. from Elon University.
Riley Little
Riley Little has over 12 years of experience spanning the management consulting, talent acquisition, human resources, and nonprofit sectors. Riley has spearheaded strategic HR initiatives, enhancing employee satisfaction and productivity. With a focus on talent acquisition, he implemented innovative recruitment strategies, leveraging technology and analytics to build diverse and inclusive teams. Riley’s expertise extends to designing and implementing employee development programs, streamlining HR operations, and navigating compliance issues effectively.
Prior to joining Censeo, Riley served as the global learning and development manager with FTI Consulting. He managed in-person learning programs and events, virtual instructor-led, self-paced, and compliance training across all regions and offerings for FTI’s 5,000 employees. Riley’s background includes non-profit learning program and events management, where he developed development curricula for college students and oversaw web and mobile application development for non-profit learning management systems.
Riley holds a B.A. from the Honors Program at Christopher Newport University and completed the Executive Education Program from the Robins School of Business at the University of Richmond. He is also a SHRM-Senior Certified Professional from the Society for Human Resource Management.
Kurt Young
Kurt has a proven track record of over 20 years of successful consulting, including operational, contracts, and customer relationship management, risk mitigation, quality assurance, value management and reporting, performance improvements, and regulatory compliance.
Kurt’s experience covers International, Federal, State, Local and commercial contracting, encompassing negotiation, drafting, execution and cradle-to-grave administration. He excels in proactive management of the contracting process (pre- through post- award) to efficiently support corporate market and business objectives.
Kurt holds a J.D. from the State University of New York at Buffalo School of Law and a B.A. in Political Science from the State University of New York at Buffalo.
Brian Lennon
Brian is an experienced business development executive with over 25 years of experience in multiple industries, including homeland security, healthcare, environmental protection, and higher education. His accomplishments include contracts in excess of $500M over the past ten years and his recent project engagements include strategic planning, organizational development, operational improvement, data analytics, program management, and technology modernization.
Brian specializes in building business development organizations and capabilities, including hiring and managing business development teams, developing a robust sales strategy and pipeline, identifying and managing teaming partners, managing client relationships, writing proposals, and closing new project engagements. Prior to management consulting, Brian spent seven years at Sallie Mae, a Fortune 200 financial services company. He built a national sales organization, including management of 12 salespeople for a business unit providing SaaS and outsourcing of financial services to 2500 higher education clients.
Brian holds an M.B.A from Marymount University and a B.S. from the Smith School of Business at the University of Maryland.
